Of particular concern was the lack of natural light which the panel feared could make the public spaces "oppressive." A narrow passage-way gives public access through the site whilst the main square in it is like the hole of a demi-donut.
CABE also aimed at the general ground level area noting that where the scheme is proposed is not the busiest of places in the City and that more could be done to breathe life into the street level and connect the office areas better to the public realm.
Criticism from CABE does not sound the death-knell for a project. They act purely as an advisory body with the local planning authority and Mayor of London being the real powers in the London planning system.
